Press Release Issued by the Security Council on Libya – 3 September 2025
Members of the Security Council welcomed the briefing by the Special Representative of the UN Secretary-General, Ms. Hanna Tetteh, on August 21, 2025, in which she outlined a roadmap aimed at advancing a Libyan-led and Libyan-owned political process.
The objective of this roadmap includes several key points, among them ending the transitional phase, making progress toward consensus on unifying institutions, and guiding the country toward free, fair, transparent, and inclusive presidential and parliamentary elections — in line with Security Council Resolution 2755 (2024). This is to be achieved within an 18-month timeframe, alongside a structured dialogue with Libyan institutions and the Libyan people.
The members of the Security Council called on all relevant Libyan institutional stakeholders to work fully, transparently, and with genuine intent, without imposing preconditions, and to reach compromises that would ensure progress in a Libyan-led and Libyan-owned process under the auspices of the United Nations Support Mission in Libya (UNSMIL).
They reiterated their call on the international community to provide support for this process and welcomed the revival of the International Follow-up Committee on Libya, also known as the Berlin Process, encouraging its continued development and advancement.
They also emphasized the importance of making progress toward unifying all institutions, including military and security institutions, and urged the relevant bodies to take the necessary steps to finalize financial arrangements and prepare a unified budget that ensures the stability of Libya’s financial system for the benefit of all Libyans.
The members of the Security Council expressed their concern over the fragile security situation in Libya and emphasized the importance of maintaining security and stability throughout the country. They urged all Libyan parties to respect the 2020 ceasefire agreement and to refrain from any unilateral actions that could jeopardize the fragile security situation and the safety of civilians.

The members of the Security Council welcomed the completion of municipal council elections recently held in 34 municipalities across Libya, commending the High National Elections Commission for its efforts and taking note of the suspension of local elections in several municipalities. They also emphasized the importance of ensuring the full, equal, effective, and safe participation of women in the process.
The members of the Security Council emphasized the importance of all Libyan parties expediting progress toward achieving lasting peace, stability, and security for the Libyan people. They also reaffirmed their respect for Libya’s sovereignty, independence, territorial integrity, and national unity.


Ten days have passed since the **promise** made by the Deputy Head of the Immigration Authority and the official in charge of the **Bir Al-Ghanam detention center** to release the **Egyptian minors and children**. However, to this day, there has been **no announcement** of their release or clarification regarding the **entity to which they were handed over**. Meanwhile, the **Authority’s administration in Tripoli** (in the **Tariq Al-Sikka** and **Tajoura** offices) has repeatedly affirmed that **it has not received any detainees** from the Bir Al-Ghanam center.
